Noticed that front turn signal lamps light when headlight is on (all the
time), but the rear turn signal lights are not on---just when signaling.
Is this normal?

I really do not understand why they would not want the rear turn signal
lights on (obviously not flashing).

TIA

Not sure - I have wondered the same myself since getting rear ended
at a stop light/sign seems to take a few people out every year.

Yes it is. dont know y? But i just change the sockets too two way on my
bikes. honda does the samething. im just got sockets for the honda i have ,
going to change it over later. Before ride time. my other bike is done.

Just find a two way set up, and  then put in, and wire the second wire on
each to the tail light.
Hope this helps.

Sounds like the put too much blinker fluid in the relay. Let a little
out and try again.
