I can't think of any other (even half reasonable) explanation.

I wondered from the emissions POV, though often a Turbo runs pretty clean,
and I've never seen one there. So if Ben fancies one it shouldn't be too
hard to find.

I thought it was only California that had strict emissions in the 80s.
Hence the expression "49 state" for bikes and cars sold to the rest of
the US.

Most of the stuff on the web about them emanates from the US

Christ almighty.

And it's a long way from being original - some horrible aftermarket
seat, Motad silencers, and a fork brace - that I can see immediately
from the (frankly shite) photos.
