Help with Yamah TW 200 Fouling/Missing At 6000 and above

My TW200 will start fouling out at elevations above 6000ft. Would this be a
fuel problem and need bigger jets and if so were to find them, Or could this
be a spark plug issue.

Most likely too rich and the plugs are fouling because they too cool.
